Thanks for reaching out. Actually, you would be quite surprised at how little actual monetary cost is involved. The real cost is time! Time to get it up and then, even more so, time to actually research and write. I was lucky. My buddy and extremely competent designer Evan Dechtman at ibu – web services worked on my structure. That is a collaborative process where you have in mind what you want your site to look like/feel like and the expert then translates that into something you can look at and revise. Best bet is to connect with Evan or someone like him that you trust and start working together on what it would take to make your vision happen. Either way, you can get something up without spending much at all. Good luck.
